If I have a static IP address and I have connected a Vonage ATA to it, will I be able to dial 19166711396@sekhar.sytes.net where sekhar.sytes.net is a host name resolving to my static ip?

Might want to see what port your ATA is using. I did some packet traces on mine and it appears to be using port 5061, which would mean:

19166711396@sekhar.sytes.net:5061
