Default Can not set # rings

I have fx300 with L1 > PSTN, L2 > VoIP (net2phone/Innomedia 6328-2re) Phone > Phone,

I am doing "#1#", "11", "1", "*#". I get all short beep that means OK, but i test it, calling my PSTN from my cellphone, the phone rings 9 times (not 2 as default).

any ideas about what is happening?

Please dial the following to get the default "#1#", "11", "*#" or
"#1#", "11", "3", "*#" to get 3 rings.
