PhoneGnome is an unknown quantity at this point
Default Fine-grained Internet Calling Feature Introduced

Under Features > Low Cost Internet Calling > Edit there is a new option called [Overrides]

This feature can be used to select the preferred provider on a region-by-region or even number-by-number basis, so you can specify the ITSP (SIP PSTN Termination provider) to be used for each country (or city/area).

Normally a dialed number is classified as being either a long distance call (toll call within the same country) or an international call and the provider/service defined for that class of call is used to place the call. Using the Internet Calling Overrides feature provides the ability to instruct PhoneGnome to identify calls to specific countries, specific regions within a country, or even specific numbers, and deliver those calls using a service other than the default service.

This permits automatic selection of the best (or lowest rate) SIP PSTN termination provider for each country. You can even use one provider for mobile calls and another for fixed line calls into specific countries.

This makes the typical comparison charts that providers show, with their service in column A and their competitors in columns B, C, D, and so on, comparing rates country by country irrelevant, since now you can direct calls to the provider that "wins" in all cases.
