Unable to use VT2142 (motorola) phone adapter

Hi everybody ,I signed up for voip service recently and bought a Motorola VT2142 phone adapter from my voip service provider . I plugged in the power supply , connected the DSL internet connection and phones but when i pick up the receiver to make calls ,I don't get a dial tone , i tried calling the customer service of my voip provider but the agent was unable to help me out and hung up on me .
How do i get this issue resolved?
