Default Qunitum Tenor PSTN Failover during poor IP connectivity

Can quintum analog gateways failover to PSTN during poor IP connectivity without the using their proprietary AutoSwitch mechanism.

For example:
IP Link goes down, and when new call is generated, Tenor automatically switches call to PSTN.

If this is possible, please let me know how this may be accomplished.
