Is there a FREE VOIP server like Asterisk that runs on Windows?

The free one's I have found are:

There are several ways to run Asterisk on a Windows system including the A@Home VMWare Images.

its called Asterisk Win32
but it is not the same thing since Asterisk and Asterisk@Home take over the whole machine for VOIP you can't use it for anything else including Linux.
Asterisk Win32 is the only one that lets you use the computer for other stuff.

OnDo SIP Server is less resource intensive, being more limited in capabilities (that most people won't miss, anyway), so you should be able to do other things on the same computer without impacting voice quality.

Asterisk, on any platform, is very resource intensive and will suffer voice quality impairment in IVR, voice mail, transcoding, etc., if you try to do other things on the same machine.

Asterisk@Home only "takes over" the entire computer because it wipes out the hard drive in order to be able to streamline the installation process. Once installed, though, there is nothing besides the caveat I mentioned above to prevent you from installing other applications and utilities on that machine.

you could always try doing the manual asterisk@home install might be a little painfull but it does work
