Default CISCO 7940 / Broadvoice and Dialplan

Greetings,

I have two CISCO 79xx Series phones with Broadvoice. My 7960 works great, everything works like it should. My 7940 has a dialplan problem which I cannot figure out. When I dial local numbers (7 digit) all works great. When I dial 800 numbers (1-800-555-1212) all works great. When I dial a long distance number and use the prefix 1 - I get a message "you are not able to make this call, please contact your systems administrator for assistance, thank you"

Both phones have the same identical dialplan - what's missing?

Please help.

I bet if you swap phones, i.e. put the credentials from the device that works into the device that fails and vice versa, the problem will move.

The problem is something on BroadVoice's end.
