Default call button on web page

Hello,
This matter may have been discussed before, but the way things go, new solutions come up every day:
I am looking for a web object (a button) that I could embed in a html page. Its function when clicked would be to call a predetermined VOIP number and to initiate a voice call.
On the other side, I need a multiple VOIP call centre that would handle the incoming calls in a cascade way.
The cascade would be as following: as the web button always calls the same number, if that number is already busy, the multiple call centre would cascade the additional calls to another free line.
I am very interested to hear what solutions are available today.
