Default VoIP enabled cellular telephones - a question

The Internet application in a celluar telephone may work on many resources such as the WCDMA/HSDPA or the built in Wifi. My question is:
Does the built in SIP software in a cellular telephone (such as E65 or N80ie...etc) works on the WiFi connection only or it may work on the others as well? In other words can I make a VoIP connection using my VoIP Service provider using the WCDMA/HSDPA connectivity or it must be the WiFi?

You can use the cellular data plan, but you would want to use a high compression codec.

Could you please elaborate this...how can we have high compression codecs on nokia phones.
