Default SPA9000 Setup Help

Hi I have been trying to configure the SPA9000 and I want to have it ring the operator and if she dose not answer the Auto Attendant answer the calls play the company greeting and then place the caller on hold automatically till the operator is free to answer. Everything I have read and everyone I have talked to tells me it is possible but no one can tell me how to do it and I can't seem to find instruction on how to do it in any of the user or admin guides.

I have found, the extension must have voicemail setup or the system goes into never never land.

We had one extension setup and as long as the caller selected that extension they got the voicemail message. If they selected another extension that VM was not setup on the system just rang but the phone had to be configured to ring also.
