Question No action from SPA3102, when taking phone off hook

I intend to set up a system with 2 SPA3102's that only communicate with one another, so I do not intend to register with a VoIP provider.
I'm trying to configure the system stepwise, to eventually get the full desired functionality.
Already in the very beginning, where I am now, I got stuck and I hope that anyone of you can give me a hint. I searched the forum and read the Linksys ATA Administrator Guide, but until now to no avail.
The problem is that the ASP does not do anything if I take the phone connected to FXS off hook.
Because I do not register, I have the following parameters set as follows:
[Line 1]<Register:> no
[Line 1]<Make Call Without Reg:> yes
[Line 1]<Ans Call Without Reg:> yes
(The corresponding [PSTN Line] parameters are set the same, but I am not even there.)
If [Line 1]<Auto PSTN Fallback:> is set to yes the phone is directly connected with the PSTN, when I take it off hook, which is in order because there is no registration. I can make and receive PSTN calls ([PSTN Line]<PSTN Ring Thru Line 1:> set to yes) without any problem (that is after I solved DTMF and impedance problems :x).
Now, if I set [Line 1]<Auto PSTN Fallback:> to no, I expect to get a dial tone from the SPA and processing of the [Line 1]<Dial Plan:>, but the SPA remains still.
I installed slogsrv.exe and see that the SPA (only) detects that the phone gets off hook but doesn't do anything with it. The log only shows "[0]Off Hook", "[0]On hook" and detected digits but no further action at all.
So, I would be very glad if anyone could give me some advise on how to get over this hurdle.
