Default Busy/No answer call formwarding

My customer wants to use the phone company (AT&T) feature to forward calls not answered or busy to an answering service. My configuration is SPA900 +SPA400 + 4 POTS line + SPA942 +SPA962.

The forward on busy is no problem, but the "no answer" forward does not seem to work because the SPA400 picks up the call before it "processes" it. Therefore if no one answers the call the phone company cannot forward it because the SPA400 has already grabbed it.

Someone told me that a traditional PBX does not "answer" the call until it has decided if an extension or AA or VM has decided to answer it internally.

Any ideas?

That's correct. Any any professional gateway product doesn't do this either.
When I asked Linksys about this (back when they still provided support to the common folks), the answer was that the product was designed to forward calls to an aa (where naturally the call would be answered immediately anyway), so if that's not how you route calls, you should take a hint and look for a product that's meant as a real PSTN gateway product.
