Default spa 3000 weird problem

PSTN LINE can't receive call now. In Info. page it shows PSTN LINE "registered" , BUT when I call it ,there is no ring ,nothing happens.

I disabled PSTN LINE , put account to Line 1, it works.

what could be the problem causes this happen?

I nearly believe that the SPA3K is faulty because I have done test below:
test1 : Line1--BV, PSTN LINE--FWD both registered, called BV, it rang; called FWD, got VM
test2: Lline1--FWD, PSTN LINE--BV both registered, called FWD, it rang; called BV, got VM
Both test1 and test2 were configured by Voxilla wizard.
Is there anything I may missed to cause this problem?

Are you aware of this?: The account on PSTN will never ring. The SPA3000 isn't designed that way. The PSTN Tab VoIP account is there to provide PSTN-VoIP functionality. . When you get VM on the account on the PSTN tab, do you hear any ringing tone on the phone you are calling from, or the VM msg comes instantly?

i know PSTN LINE will not ring my handset, but it should pick up the call when a call comes in. Caller hears ring(s) or not depending on the setting. when I call PSTN LINE, there was no any ring tone,the VM was performed by service provider's server, just like the account was not registered at all. Both my BV and FWD accounts are in good status, that is the reason I did 2 tests, whenever which is in Line1 ,it works, in PSTN LINE they does not.

Do you have VoIP-to-PSTN functionality enabled? Have you assigned at least one PIN to this function and have you pointed this PIN to one of the 8 Dial Plans?

Also, what PSTN Line Voltage do you show when the PSTN Line is idle? It should be -48V. If it is significantly less than this the SPA will not answer the phone because it "knows" that there is no way to complete the call.

I found the problem ,I did not insert a POTS line to it.
