Can i do this?. Can my devices be damaged

Yes, you can. There is no reason to stop you from connecting any FXO port (ordinary telephone set, PABX CO trunk, SPA3000 PSTN Line) to any FXS port (ordinary telephone line, PABX analog extension, Sipura (or other) ATA FXS port). So, feel free to connnect your SPA-3000 FXO port to one of the FXS ports on your SPA-2000.

I want to diver a local number provided by a regional sip provider to another.. Can it be done with dial plans?

Why can't you divert a VoIP number to another one? What numbers can you divert to then? The call transfer in the SPA2000 should allow to do this, I believe.
