Default Sipura 3000 Busy signal and can not reflash

When using Sipura 3000 I get a busy signal after I dial the number.
All number give me the busy signal. I dial the #1 before the number.
Any ideas.

Could be a Dial plan problem.

gw1 to gw4 must be populated in a certain format. Please have a look at this post.

¿What do you have configured in GW1?. Like nmemon has written in his link, usually people write something like provider.com and it should be user@provider.com.
