IPKall is run by a CLEC here in the Seattle area. They possess a large number of telephone numbers in the various area codes in Western Washington (360, 425, 206, 253). Because these numbers aren't otherwise in use within their operations, they are making them available via IPKall. Because they own the numbers, they get a fraction of a cent per minute for all calls terminated to these numbers. Obviously I don't know the specifics of how much they make doing this, but I have to believe it at least pays for the costs behind the IPKall service if not turns a small profit.

Unless you are a CLEC, you would have to acquire the numbers from someone. My guess is that you won't get them for free and you probably won't be in a position to obtain the inbound call revenue from the numbers.

look what I want to do, there a called company dgtec they give the service, they assign to you a number (809) (829) that is of Dominican republica example (809-586-5478) they redirect that number to your number of united states example (718-586-5474) in conclusion your incoming call from Dominican Republic is local and is free.

how I can give that service , if somebody has the answer I thank for it

where i can get number for 809?
what system i need to redirect calls?

The IPKall folks use Asterisk to provide the IPKall service. Don't know where you can get DIDs from, though.
