Fast Busy Signal

Default Fast Busy Signal
I was wondering if someone could tell me what the fast busy signal means when you try to call a IPKall number. I signed up about 2 or 3 hours ago, and the number still will not work. I'm using FWD with a PAP2

IPKall found a routing issue with some of the 206-NPA's, this has been fixed.
