Default VOIP Setup to call from USA to Phone Numbers in Sri Lanka - help

First of all I have to tell you I am very new to VOIP ,
I just have a question , Currently I am living in USA but my Home country is Sri Lanka and I want to call my home country numbers regular lines and mobile lines in sri lanka via VOIP , I have DSL line and a regular phone line at home in Sri Lanka and here in USA too. Please tell me what kind of setup I need and what kind of equipments I have to buy for this , Your help is much appreciated.

When I search I found
Linksys SPA-3102 can it do what I need ?

You need two Analog telephone adapters (ATAs) one installed in Sri Lanka and one installed in the US. At a minimum each ATA will be connected to an analog (regular) telephone set. The port the analog telephone is connected to is called FXS port. If you choose to Linksys SPA3102, you will be able to connect the landline, Public Service Telephone Network (PSTN) to the ATA as well.

Using the analog telephone connected to the ATA in the US, you will call the ATA in Sri Lanka. The call may be answered by the analog telephone connected to the ATA in Sir Lanka and vise versa. The call will be routed through the Internet. Also you can dial the box in which the PSTN is connected and gain access to the dial tone of the landline in Sri Lanka and make local calls. Also callers in Sri Lanka may call the landline connected to the ATA in Sri Lanka call your ATA in the U.S. You may answer the call. If you have your PSTN line in the U.S. connected to the ATA (the Linksys SPA3102) the caller from Sri Lanka may gain access to the dial tone of this line and make calls in the U.S.

The only cost will be incurred is the following:
Local call from Sri Lanka to the PSTN line connected to the ATA in Sri Lanka.
Local call from the PSTN line connected to ATA in Sri Lanka to any where in Sri Lanka.
Local call made from your PSTN line connected to the ATA in the U.S. to any number in the U.S.
Local call from any where in the U.S. to the PSTN line connected to the ATA in the U.S.

In short any call involving PSTN to PSTN will be charged. The calls between the ATAs are free because they are routed through the Internet.

Now you need to register the two ATAs with a SIP proxy server. There are a lot of free services such as CallCentric (www.callcentric.com), FWD (www.freeworlddialup.com) Voxalot (www.voxalot.com). SIPnumber (www.sipnumber.com).

When you subscribe to any of these services you will have a SIP number. It is like a telephone number but only used within the Internet. Each box will have a number. Also the PSTN line connected will also be registered with another number. So when you dial the number of the other box the telephone will ring and the call will be answered as a normal telephone.

You can postpone buying the ATAs and work with softphone (a software that emulate telephone) on your computer. You will need to download the software like X-ten or Express talk (or call, I cannot remember its name).
