You can start with a softphone (something you download for free) making outgoing calls. Yahoo phone is a softphone, Skype is a softphone, many voip providers have a softphone you can download, X-Lite and SJPhone are two general purpose softphones you can configure for different providers. You have to pay per minute for the calls unless you call someone on the same service.
You can perhaps buy some handsets that interface your computer's sound system, possibly via bluetooth, certainly via usb.

When you throw that into the equation you have to interface the phone to the laptop somehow. The analog terminal adapter I mentioned costs $76.95 plus tax and shipping. You can't just plug the DNT or the cordless phones into the computer.
