Hard time finding VoIP provider that has both...

I am having a very difficult time trying to get a list of VoIP providers that:

1) Offer "bring your own device". (So I can use it with the SPA-3000 device.)

2) Offer a Canadian (vancouver, Canada) alternate/virtual or primary number.

If anyone can give me a list of VoIP providers that offer both, this would be great!
