Germany Local DID Regulations

Anyone know the story behind Germany's regulations requiring proof of a local address in the city in which a local DID is issued? How are VoIP carriers and customers coping with this?

I am with ipcomms and we are also being forced to have our customers provide proof of residence for german dids. As a service provider it ads a serious amount of administration. We have seen a noticiable drop orders because of it.

Gotta love the govt...
