Default FWD Peering Numbers

Browsing the FWD website, I found the Peering Numbers list which indicates that one is able to "Dial to/from other service providers (i.e. Packet8, Vonage).

I noticed that the dial from Vonage to FWD is: 011 0 393 (w/intl. dialing enabled)?
Now, the question is: Does Vonage charge you to call FWD numbers? since it looks like you'd be dialing an int'l number.
I couldn't find anything in Vonage's or FWD's site.

Do any of the other providers charge to dial FWD numbers?

I do know that FWD doesn't charge you to dial these providers. Right?

Vonage broke it a couple of months ago "for security reasons."
