cell phone Unlimited long dist outgoing using your VOIP Line

this has a software that can call ur cell phone back for giving u an incomming call acess to your home VOIP line. You can use ur caller ID and conference feature to get unlimited long dist calling for just an unlimited incomming plan on ur cell. the above link is the best and cheapest solution i could find so far. But this software has some problems. It gets stuck into an infinite loop. it is not suitable for VOIP lines having a longer than normal pause when using conference feature. it is not flexiable or very reliable to use.
I want to ask if there is a similar solution available? (There is a hardware solution available at http://www.woodtel.com/cm1003.html but that is costly.)
Is it possible for me to ask someone to develop this simple application for me? as i dont want to learn programming just to develop this application. There are lots of caller id softwares and professionaly developed TAPI functions available but i would like a fast solution. I would be thankful if u could help me out in this matter.
