Thanks for the constructive remarks. Actually, the problem isn't VOIP-related. I'm in the process of buying an ATA, and haven't yet connected one. The problem is regular PSTN calling and perhaps may have something to do with the fact that the service provider is in Latin America - where I live. Their equipment may be tweaked to increase revenue in ways that might be legally actionable in the United States. The next time it happens, I'll phone my number with a cellphone to see if there's a busy signal. It could be the phone is giving a false "signal". It's a SouthWestern Bell Freedom Phone, model FM2575.
