Default SPA3102 - PSTN to VOIP question

Is it possible to configure a SPA3102 such that an incoming VOIP call normally just terminates on an attached phone, but that a specific PSTN call (identified by callerID) gets VOIP access?

What I want to (try to do) is to use this to have incoming calls handled normally (i.e ring the phone for me to answer), but when I am on the road, be able to call the VOIP number from my cell-phone to get VOIP access for international calling.
