Sipura SPA 2000 automatic voip selection

I'm trying to get a sipura SPA2000 to work right. i've added 2 SIP providers
1: Voipcheap.co.uk
2: budgetphone.nl
With Voipcheap i can call for free..
With Budgetphone i have local phonenumber but i have to pay for the calls

Now what i want, is that when someone calls my budgetphone number (SIP 2)that both the phonelines will ring, but when i place a call on any of the phonelines it uses Voipcheap (sip 1)
Is this possible? and if yes.. how?

Ask Linksys/Cisco.

Also you might be able to do some finagling with Google Voice for call forwarding as an alternative solution...
