Problem with 2 PAP2-NAs for Point-to-Point modem connection

I would like to configure two PAP2-NAs for use as a point-to-point modem connection (no VoIP provider).

I've configured them and can make phone calls fine, and I can use them with modems (and HyperterminaL) if the Baud Rate is set to 2400. But when I set the Baud Rate higher than 2400 the modems won't establish a connection. They begin to handshake but never complete it - the handshaking sound just goes on forever.

Any ideas on what configuration items in the PAP2 setup might help out with this?
