Recieving calls on Aastra 480 can not place any

Running on Comcast with necessary ports forwarded to Asstra 480 I CT. Device is registered and is capable of receiving calls. I have used the HTTP to configure the device as well as tried other Dial plans with no success. Any suggestions????

Dial local 10 digit Adds # and gives dial tone

Dial 1+ 10 digit Adds # and gives dial tone

Dial local 10 digit gives me 10 digits dialed and then dial tone

Dial 1+ 10 digit dials digits then dial tone
