Odd Sipura 2100 behaviour with BV. Any explanations?

got a friend of mine in europe to sign up with broadvoice. the spa 2100 was sent to me here is the states since i will take it along next month when i go there. being a bv customer myself i know the proceedure of turning modem, router, etc, off and on.

no matter what i did, the new spa 2100 would not register properly and give me a dial tone, even though it had a good ip address.

just when i had about enough i decided to do a complete factory reset (per sipura manual). 5 seconds after i confirmed by pressing the '1' key, miraculously i got a dial tone and everything worked fine.

any explanations for this weird effect? if this situations arises with a regular customer i am sure it will result in agravatiion and unneccesary calls to customer service

haven't you been reading the threads here? bv has massive problems. what you are describing is just one of them best to forget you even have bv for the next few days until they get their act back together.
