Default Broadvoice'd speed dial 100 conflicts Sipura 3000 dial plan

I was able to use Broadvoice's speed dial 100 before I upgraded to 3.1.3a version. Now I switched back to 2.0.13, it still won't let me do the speed dialing I setup in the Broadvoice call manager.
Broadvoice's speed dial 100 dial # first and 2 digit # preset in the call manager.
I still can use speed 8 setup in the Broadvoice's call manager.
In order to use Broadvoice's speed dial 100, I need to dial # first. In the SPA3000 dial plan, # is also used to dial out to line line. How do I avoid the conflict btween SPA's dial plan and Broadvoice's dial plan.
Even I eliminate the # plan in SPA3000's dial plan, the Broadvoice's speed dial 100 still won't work.
Please help me to see if there is any way to resolve the problem.

As long as you dial # as your FIRST digit, it should work. # as any other digit means "send the number"

(aide note: The Grandsteam IP phones actually have a "send" button on them and they give you the option to disable the "# means send" function in the menu.)

I am still not clear. If I setup 212-111-1111 as 99 in Broadvoice's speed dial 100, I dial #99 after I get a dial tone. It will go to land line if dial plan set up #9 as land line. I tried #89 and I got a busy tone.
I am not sure it is a problem from Broadvoice.
Anyone uses speed dial 100?

Wherever your Dial Plan has #9 or #x pointing to is where calls will go. If you have #9 set as your gw0 prefix your SPA will never send #99 to BroadVoice, assuming that the second 9 is the first dialed digit destined for your PSTN Line. If you wish to use your BV 100 numbers you might create a Dial Plan element for this purpose. For example, if you are not using **xx for anything else you can put in <**:#>xxS0. Then, whenever you dial **99 your SPA will send #99 to BV.
