You misread the notice. It clearly states that 911 calls are free for U.S. residents who have registered their 911 service addresses. From the email notice:

"Through the 911 tab, please register your 911 service address. With a valid, registered 911 service address all 911 calls will be free of charge to U.S. Customers."

Even if you don't register a service address, 911 calls will get through...however emergency services won't automatically get your address, and you'll be billed $100 for each call after your first.

Just register your address to keep your family AND your pocketbook safe.
