Total newbie A@H question

Hi guys,
Here's my total newbie question:
Can I dial in (from PSTN outside) an Asterisk machine and make a VoIP call through this ?
Also, can I setup the system to forward a VoIP call to PSTN (my cell) ?
Do I need anything else other than a Wildcard X100P and the A@H machine ?
