Default Handling free minutes on multiple Vonage lines

If I have Asterisk controlling 4 separate Vonage lines, is there a way of scripting it to :

a) Load balance outgoing calls to spread the usage of free minutes
b) stop using a Vonage Line for outgoing when its monthly free minute quota is used up and only reactivating it when all other Vonage lines have used up their free quota
