converting text into speech

i am looking for a solution to convert text into speech with good quality and multiple languages. the file to be converted to should be either .wav ot MP3.

the speech will be used to be uploaded into an autoattendant

or try to use Festival

I find that Festival does a reasonable job of voicing what you want if you put the right input into it. For example, instead of typing "engineering" I think that "engine-earring" sounds better. Unfortunately, at least on my old machine, I find a five-second lag between when Asterisk answers the line and Festival begins its first utterance. This lag is too much for me, so I don't use it right now.
