Default 403 code on incoming calls

Hi, I've been looking for a solution of this problem for quite long time, but I found only unanswered threads. When I call out it work just as it should work, I can call anywhere, but when I call in says I have problem with authentication. Can someone help me out.

The username and the password is correct, because I can call out.
